Chrissy Noonan’s legislative experience working for the Virginia General Assembly serves as a strong foundation upon which she supports clients in Virginia and nationally. She offers clients a full spectrum of support, including representation before the legislature, state agencies, the attorney general, and the governor. Chrissy works with clients on drafting legislation, testifying before committees, legislative and regulatory monitoring, and conducting essential research and state-by-state analysis. In addition to traditional government relations work, Chrissy also represents clients in front of state environmental regulators and at meetings of the Environmental Council of the States (ECOS) through her work on the Environmental Regulatory Relations Team. In this capacity, Chrissy advises and works with clients on anticipating potential environmental or other regulatory issues, as well as developing smart solutions before enforcement actions occur or litigation is initiated. Chrissy’s work often focuses on issues relating to energy, agriculture, and environmental regulation.
Chrissy was an attorney with the Virginia Division of Legislative Services, where she drafted legislation for the members of the General Assembly and served as counsel for the House and Senate Commerce and Labor Committees, as well as House and Senate Transportation Committees. In this role, legislators relied upon Chrissy’s expertise in energy, labor, agriculture, transportation, and insurance issues as they were making voting decisions. During that time, she drafted over one thousand pieces of legislation in a wide variety of areas. Building upon this experience, Chrissy continues to be a leader in legislative drafting for clients, often taking the lead among stakeholders to ensure that clients’ needs are expertly addressed. Specifically, Chrissy had significant input into the crafting of the Virginia Clean Economy Act, a comprehensive energy bill that was the first of its kind among southeastern states.
Additionally, Chrissy served as counsel to numerous regulatory and policy committees, including the Health Insurance Reform Commission, the Commission on Unemployment Compensation, the Joint Commission on Transportation Accountability, and the Small Business Commission.
Prior to her work for the Virginia legislature, Chrissy spent years as a litigator at a Richmond law firm, defending complex personal injury cases. Additionally, she served on the Government Relations Team at ReedSmith law firm prior to joining Seven Hills as a founding partner.
In her free time, Chrissy enjoys running and spending time outdoors with her family. Chrissy lives in Richmond with her husband and three children.
