Seven Hills Strategy Group Announces New Additions to Lobbying Team
Dominique McKenzie and Bill Elwood Expand Scope of Government Relations Practice
Richmond, VA – Seven Hills Strategy Group has announced the addition of Dominique J. McKenzie and William P. “Bill” Elwood to its government affairs team, adding experience and depth to its portfolio of client services. McKenzie will assume the role of State Government Relations Associate Manager and Elwood will serve as a Senior Advisor.
McKenzie brings a wealth of experience in policy, government relations, strategic communications, and stakeholder engagement to Seven Hills. She has distinct experience lobbying local and state officials on matters including education, healthcare, transportation, and energy. As a former Chief of Staff to Richmond City Council’s Ninth District, she led policy development and coalition-building efforts that resulted in advancements for affordable housing and economic development.

In addition to her professional accomplishments, McKenzie is recognized for her civic leadership. She is an alumna of the Grace E. Harris Minority Political Leadership Institute and she was named to Old Dominion University’s 2024 ’40 Under 40 Alumni’ for her distinguished public sector impact.
Elwood has been the President and CEO of AEGIS Associates, LLC, and now works in strategic partnership with Seven Hills Strategy Group as a Senior Advisor on specific issues and client needs. He has worked in Virginia government relations for forty-five years, including forty-one as a registered lobbyist, with extensive tenure in association management and leadership on numerous state task forces.
